Member Application Guidelines
The Manitou Community Holdings Trust (MCHT) provides funding for projects, programs, services, training, and initiatives that benefit Rainy River First Nations members and the community. These guidelines outline the basic requirements for submitting an application.
Who Can Apply?
- Registered Rainy River First Nations members.
- Community programs, services, and initiatives that benefit Rainy River First Nations.
Required Documents
Applications must include:
- A completed application form.
- A detailed project budget.
- Proof of required contributions (if applicable).
- Any supporting documents requested by the Trustees.
Contribution Requirements
Individual Member Applications
- Applicants must contribute a minimum of 5% of the total project cost.
- Proof of personal contribution must be provided.
Community Programs & Beneficiary Projects
- New programs/projects must include a minimum 25% contribution.
- Existing programs/projects funded by Canada, Ontario, or Rainy River First Nations must include a minimum 50% contribution.
Review Process
The Trustees may:
- Verify application information and contributions.
- Request additional documentation.
- Approve, deny, or place conditions on funding requests.
Funding Holdback & Final Reporting
All approved MCHT funding is subject to a reporting requirement. Approved funds will be held until a Project Completion Report is submitted and approved by the Trustees.
The Project Completion Report must include:
- Project outcomes and results.
- Expenditure details.
- Receipts and invoices.
- Any additional supporting documentation requested by the Trustees.
No payment will be released until reporting requirements have been met and the report has been approved. Failure to comply with reporting requirements may impact future funding eligibility.
Before You Apply

- ✓ Confirm your required contribution is available.
- ✓ Identify any other funding sources.
- ✓ Be prepared to submit receipts and a final report upon project completion.

Education Funding Guidelines for Members
The Manitou Community Holdings Trust (MCHT) supports education and capacity-building opportunities that contribute to the long-term social, cultural, and economic well-being of Rainy River First Nations. Education funding provided through MCHT is intended to complement existing programs and should not replace funding available from other sources.
What MCHT May Fund
- Training and skills development programs.
- Short-term certification or upgrading programs.
- Community education initiatives.
- Education-related facilities and infrastructure projects.
What MCHT Will Not Fund
MCHT does not provide funding for:
Pos-secondary education tuition, living expenses, or related costs.
Costs that are already covered, or could be covered, through federal, provincial, band-administered, or other trust-funded programs.
Post-secondary education funding remains the responsibility of the Rainy River First Nations Education Department and the Rainy River First Nations Trust through their established education funding programs.
Funding Must Not Be Duplicated
MCHT funding is supplementary only and cannot duplicate funding available from other sources. Applicants must disclose all confirmed and potential sources of funding when applying.
If a duplication of funding is identified, MCHT may:
Reduce approved funding;
Deny an application.
Application Requirements
- Submit a completed application form.
- Provide information on any other confirmed or potential funding sources.
- Meet any additional requirements established by the Trustees.
After Approval
- Sign and submit an Application Direction confirming acceptance of the funding terms and conditions.
- Submit a Project Completion Report once the funded activity or project has been completed.
Funding Holdback
Any education funding approved by MCHT will be subject to the Trust's final reporting requirements. Recipients must submit a Project Completion Report and supporting documentation before approved funds can be released.
Important Reminder
MCHT education funding is intended to support community learning, training, and capacity-building opportunities that are not otherwise funded. Applicants are encouraged to explore all available education funding programs before applying to MCHT.
